Hello - We are planning a Jira server to Jira cloud migration project. There are about 140 Jira projects with 500 users in scope. Can you provide an estimate on how many Jira developers are required and tentative timeline. Also can you please let us know the specific skill that are mandatory for these developers for a successful migration ? We have about 3 months timeline for this migration.

There's too little information to say here - really, you need someone to do a level of discovery into what is needed to achieve a successful migration.

Not sure if you need any "Jira Devs", as for the estimated timeline, it depends on a few things eg. how many projects do you have, how many tickets does each of these project hold, what is the Attachment count for each project.
When migrating to the cloud:

You can also drop a ticket with Atlassian Support in the migration category : https://support.atlassian.com/contact, to see if they have any internal support.
