Jira Server Migration to Jira cloud

We are planning to migrate our Jira server software(V-8.13 ) for 500 active user, to Jira cloud , I need help for -:

1-prerequisite for migration,

2-what question should be answered before going to migrate,

3- What is checklist before going to other stakeholder for approval and license,

4- what we need to ready before going to migration
