"On the Free plan everyone with access to Jira is an admin for all Jira spaces". -- from Atlassian documentation.

That means everone invited to my site is an Admin for all spaces in the site.  Anonymous and uninvited users have no access.  Correct?

Hello @Brian Cobb

Welcome to the Atlassian community.

Correct.

Any user that you explicitly grant access to for your Jira (or JSM) app will have The equivalent of Space Admin access for all Spaces.

The permission scheme applied to the Company-managed Spaces is set to grant "any logged in user" all the permissions for a project. So the users must login. Anonymous access is not allowed by default. A user cannot self-grant access to your apps. They must be invited by another user that has the appropriate permissions to invite users.

Partial example from a permission scheme:

For Team-managed spaces the default Space Access setting is Open.

Jira Service Management also permits a level of access for Customers. Let us know if you have JSM and we can provide details about that.
