So we've got a cloud based Jira Core site going, and I am all ready to dive into next-gen. Checking through the topics on the community I've found several people stating all you need to do is start a new project with the appropriate templates.
Well, these are my choices and none seem correct:
Do I somehow need to enable a setting for the account?

NG is only available in cloud JSW not Jira Core.
Are you the Jira admin? It may be that they have disabled NG. Here is an article about how that is controlled in Global Permissions.

I am the admin, and have added permissions for anyone to create a Next-Gen project (Small team, 3 people). However its a Jira Core product, not Jira Software. I think that's the kicker: Next-Gen is at the moment only a Jira Software upgrade/alternative.

I might have solved this myself: Jira Core is not a Jira Next-Gen product - For the time Next-Gen extends to Jira Software only.
Seemed like a neat Project Management approach as well, guess I'll have to wait it out.
