Trying to install jira server, install run throughs fine but during the configuration I am stuck at the webpage around licensing as I can't connect out to the atlassian website at that point, is there a way to manually pass a trial license key into a file?

It has been a while since I performed a fresh install of Jira. But doesn't it show you a field to manually enter the license?
You could copy the license from https://my.atlassian.com/ to the machine without internet.
There is also a way to enter the license directly in the database but I'm not sure whehter all tables are already created at your current stage https://confluence.atlassian.com/jirakb/manage-jira-server-license-using-database-queries-441746313.html
I am setting up a new Jira instance today and noticed the option to enter a license manually. For that you need to select the "I'll set it up myself" option on the first step.

We aren't getting that option as it stands, will try a different internet browser to see if that makes a difference to what is displayed there.
