There is no autocomplete or autosuggest when typing in the known issue key of an issue in another project. Seems to be for older issues in general.
This makes users believe that the issue does not exist and cannot be linked, but if you hit `Enter` on the keyboard - it does find the issue and correctly link it.
is there a way to fix this so all issues show up in the autocomplete for issue linking?

Are those older issues in projects that are archived?
no the project is not archived. we're also seeing this issue for closed issues in the same project as well @Brant Schroeder

What are your permissions for each project? Do you have permission to browse the project(s) for the issues you're trying to link together? It could be that you might have permission to create issues in a project, but can't actually browse the project.
