Does the Jira 5.2 default workflows offer the options below?

Or any other custom plugin offer a way to:

1. Only allow one USER TYPE to set Jira Record to Review even if they are not assigned to the Jira record? example: Only Workflow Administrator can change to Review and not Developer.

2. Trigger to 2 fields to change when one field is changed? Auto trigger. Example: If Assignee field is changed then also change another field with the same?

1. I think the 1st requirement is achievable via Conditions that you apply on the particular step:

2. As for this one, perhaps you can check out the following plugin to see if it might be able to cater for the 2nd requirement:
