After unzipping the install into the Jira startup directory I created I can't start Jira I get the message "The error reported was [C:\jira\bin\tcnative-2.dll: Can't load IA 32-bit .dll on a AMD 64-bit platform].
There isn't a 64 bit version included in the download so I went over to Tomcat and downloaded the 64 bit version of tcnative-2.dll but when I try to register the .dll I get the module entry point wasn't found and to verify the .dll. Where can i get the correct dll?

IMHO, you don’t need to register the DLL, and you don’t need it at all to run Jira. You’re seeing a 32-/64-bit mismatch.
Stop Jira, go to c:\jira\bin and delete tcnative-2.dll and start Jira again. Tomcat will fall back to the connector and run fine, as APR is optional ( if APR is not found, it will use NIO instead, see this link)
