Jira Create Sub-Issue in new tab fields

Whenever we create a new subtask in a new tab, the description box does not contain the style options.

Can this be customized and if so, where and how?

This suggests you have a different field configuration for the sub-task issue type, and that it is using a plain text renderer for the description, rather than a rich one

When we open a sub-task issue in the parent issue, we get the wiki style editor.
Its just when someone tries to open one in a new tab.

Is that something that can be configured?

That could only happen if you've customised the code to make it detect where you're editing.  You'll need to talk to your admins about removing that customisation.
