Jira Core - Users need to be able to add watchers to their tasks

Our team need to be able to add watchers to their tasks

the Default user permission does not give the option to check functionality

Advice please

Check the "maintain watchers" permission in the project's permission scheme.

Hi - thanks for the tip - I am unable to see project's permission scheme - under projects or user admin

this instance is on JIRA core 

cant see it under - 

USER MANAGEMENT
or Projects  headings are 
NameKeyProject TypeURLProject leadDefault AssigneeProject CategoryActions

You need to look at the project's administration screen.  Not the list of projects, but admin for that one project.  Not even sure why you looked under user admin.
