We are not satisfied with Jira because of multiple issues and are considering moving to another solution. Any suggestions?
If you can't live with Cloud being offline sometimes, you need to move to another provider. This means using Server or Data Centre, either on your own hardware or provided by a third party (a lot of Atlassian Solution Partners provide "managed services", mostly with the additional benefit of SLAs that Cloud does not provide)
Imho it would be a good idea to use Jira and Confluence on premise. Surely not suitable for everyone, but that's what I'll ask my company to consider.

Cloud is sometimes offline and also most of the great plugins (Apps) don't offer all their features on the cloud.
On premise is a really good option, but if you want to stay on cloud and don't want to manage the Infra and other stuff yourself then best option is to use "On premise on AWS cloud" this way you don't have to manage the Infra yourself and also you can leverage all the great features of the Atlassian apps.
