We have a web site Jira software in the cloud (https://cnpassurances.atlassian.net/)

But where is our website? in Europe? elsewhere?

Unless you specifically selected to keep the data in the EU (in which case, it is in the Republic of Ireland), then it could be in any of Atlassian's data centres.  Currently, that's the EU one and several in the USA.  There are more being commissioned in several countries, but I'm not sure that any of those are online yet.

If you are not sure if you chose the EU option when signing up, you'll need to ask Atlassian support directly - we're end-users here.
