Jira Cloud Migration Assistant app does not get enabled.

I cannot get the Jira Cloud Migration Assistant app enabled.

Jira Software 9.5.1

The error in the log states:

An error occurred when requesting against resource https://api.atlassian.com/flags/api/v2/frontend/featureFlagValues:

Connect to api.atlassian.com:443 [api.atlassian.com/185.166.143.32, api.atlassian.com/185.166.143.31, api.atlassian.com/185.166.143.30] failed: Connection refused: connect

I checked with our admin our firewall and that looked ok.

So I assume there is something on the atlassian site which I cannot find. I am the admin for server and the coming cloud.

A restart of the jira server fixed this, altough I do not understand the initial cause..

Hi Veenion, 

I am facing the same issue and tried restart but its not helping me. Do you have any other work around on this?
