No idea if this is possible but using the Jira Cloud Issues how do I add a custom filed to the main summary page just above the ID but below the title.

No, that is not possible.
Had a feeling that would be the case :(
Is there any other alternative way (maybe not using the issues board) that public people without login can raise cases?
