I saw this hinted at when it was called the "Configure Fields" button... and that one behaved a little bit different than our current button...
Is there a way for administrators to disable the Configure button? I have a user who regularly rearranges the fields based on personal preference regardless of the fact that they have been coached that they are changing the view for everyone.
To be clear: I am referring to the button in the pink box

According to this support article about the new issue layout and this one about the old layout, only Jira Administrators or people assigned the project administrator role should be able to configure the issue lay-out for a project. Though the article about the old layout is much more explicit about this restriction.
Other than that, no - there is no option that I know of to disable the button.

To further expand on @Walter Buggenhout's comment, if the user in question does not need to have access to configure the layout, I'd recommend removing them from the Project Admin, Product Admin, or Site Admin role which they are a part of. Once they are removed, they will no longer see the button.
