A capacity concept already exists today — in Advanced Roadmaps (Premium/Enterprise), you can set per-person capacity in hours or story points per sprint, and it does respect a configurable working-days calendar rather than a fixed 40-hour assumption.

I would really stick to the suggestion from @Tom Ivkovic - since you are running the Preimuim Jira, you can use Advanced Roadmaps with a configurable calender.
