I would like to know if I can create a rule for a Release version to be notified via Slack channel (With the Release Version Details). If yes, what condition to apply?

In my opinion you don't have to enter a specific condition, but this is based solely on your business requirements. A simple rule would suffice:

One important thing is that you have to have the right permissions to create a webhook on slack, in order to place it on your automation rule.
