There is no assign admin and we are unable to resolve the issue. How can we reset the admin access?

What type of admin access are you trying to grant?
If your company no longer has a Billing or Organization Admin, you will have to contact Atlassian support to get assistance with addressing that. You can reach out to them for this specific problem by completing the form on this page:
https://www.atlassian.com/company/contact/purchasing-licensing#/
But first check with the technical support team for your company to find out if there truly is nobody that has that level of access.
If you still have an Organization Admin, they can grant admin permissions for 1, 2, and 3.
