Kinda weird that I can't center text in a Jira issue description, for example.

Maybe there's a way to enable this?

Is there a public Jira Jira issue for this I can vote on?

This feature does not exist.  I also did not find an enhancement request you could create one here: https://jira.atlassian.com/secure/Dashboard.jspa

I cannot imagine that they don't already have this request in their Jira. So somebody will probably triage that, find the canonical request, link them, and close mine. That's totally okay.
