According to the Supported Platform page, SQL 2019 is not supported, so if you use it with Jira you are running the risk that you may encounter issues that Atlassian have not tested yet. There is a request to support SQL 2019 in upcoming Jira release, JRASERVER-69989.
So, to answer your question, if you want to run Jira in a supported environment then you cannot use SQL 2019.
