A global field context was changed overnight and that broke lots of filters, dashboards, probably automations, etc.
I'm trying to discover who made the change so I can determine why

There is an Audit Log within Jira. Refer to

Yes there is the audit log on the application, as mentioned by @Trudy Claspill and @Nikola Perisic
But to my recollection I don't think custom field context adjustments are logged as a change on a custom field.
I will take me my words back and just tested it, it's logged.

Best option you have here is checking this with the audit log. Other than that, it's hard to know.
