I am attempting to view from a JQL any issues that were in multiple statuses during a date range.

(example, not actual JQL)

status WAS IN ("In Progress", "In Development") DURING 2021-07-01 AND 2021-07-14

Give this a try…

status WAS "In Progress" DURING (2021-07-01, 2021-07-14) OR status WAS "In Development" DURING (2021-07-01, 2021-07-14)
