JQL Query excluding first day of the month and including first day of next month

It seems like we have a time zone issue or something because our query is including the first day of the next month and excluding the first day of this month. Is there a way to either modify the query or resolve the underlying issue?

"Target end" >= startOfMonth() AND "Target end" <= endOfMonth()

This may or may not help but you can offset the amount of time between start and end of month. 

created >= startOfMonth(1d) AND created <= endOfMonth(-1d)

Hi Sara,  based on this article, it appears that syntax should work assuming that Target Date is a date/time field.

If you can replicate the issue, I would recommend opening a ticket with Support, as it doesn't appear to be working for your field.
