Hi @Aly Orloff and welcome to the Community! Hopefully you've already figured this out, but if not, can you provide more information? Is "Capacity" a custom field? What is "PI" and "ART"? If Capacity is a custom field, have you tried the following?
"Capacity" is EMPTY
As for Confluence, assuming you have Application Links set up between Jira and Confluence, you can use the Jira Issue/Filter macro on your Confluence page, along with the appropriate JQL to display those issues on your page. HTH
