JIRA users no longer getting email notifications when @ mentioned in comments after latest updates

We've never had issues with @ mentions in comments generating email notifications. Since the recent maintenance which implemented the GDPR changes (changed user tags to guids), we no longer are receiving emails when mentioned.

Nothing has changed in our configuration. Is there something new we should configure, or is there a bug?
