This should almost be marked as spam, as it gives us no chance of helping you.

Is JIRA new to you or have you used it with this amount of user before?

When did it stop working well, was there an upgrade?

Is this system running on windows or linux? Is the system scaled for this amount of users? If you check top/taskmanager, what is pulling a load on the server?

Do you see anything in the logs? Are you accessing the system on the exact same url as the application url, or is there a mod/rewrite proxy in between?

Come back with more details. I scaled JIRA to 2000 users so it is doable.
