JIRA "All Server Versions" doesn't work

I can download latest JIRA version, but not previous one. I need to get 7.13 but when I go through All Server Version it just doesn't work.

I tried clearing up cookies, different browser and different device (even on IOS its the same).

Any ideas how to get it?

This link solved my issue:

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

When I inspect corresponding page i see error:

Uncaught TypeError: Cannot read property 'template' of undefined

StackOverflow shows this regarding the same:
