JIRA notification for Release creation or date change

I would like to be notified when someone creates a release for a project.  Also, I would like to be notified when a release date changes.  Is this possible?

@Anna Murray, by release do you mean when someone creates a "version" or when the version is actually "released"? I'm pretty sure there is no event associated w/ the creation of a version but that absolutely can be controlled by permissions. You need to be a project admin to achieve this. I'm not sure about whether notifications can be had for releasing or not TBH.

Sorry for the confusion there.  We must have custom naming.  Yes, I'm talking about when a Version is created, or when the target release date for that version moves. Thank you.

I don't see any event that is fired when either of these actions is taken unfortunately. I found this old and declined request - JRACLOUD-9888. There is a parallel server one as well.
