JIRA - not able to get Localhost://8080 page, getting error message "localhost refused to connect"

First time installing Jira on Acer Aspire 1.

Last prompt states Jira software 8.13.2 can be accessed at http://localhost:8080.

 

Previous to that it states Installation of Jira software 8.13.2 is complete

Previous to that it states Installation of Jira software 8.13.2 is is now ready and can be accessed.

TIA for any guidance

Sometimes this as simple as the browser you are using.  If you are on Windows using edge will often fix this issue.  If that does not fix the issue you should check and see if you have a firewall installed that is blocking it.
