I'm wondering how to create JIRA Dashboard where we can filter on all product areas within the Customer domain area - and then to filter on labels (that are not in use yet but will be?) Because we want to be able to see which product teams that are working with Risks and who are not, so that we can support them.
You are not going to be able to filter by labels that no one is using yet. For the other items, you will need to provide more details for a better answer.
