JIRA Whitelist incoming and outcoming

I am setting this whitelist control that enter the URL or expression  want to allow. for example i added the CNN,  then this cnn can be open in issue link, is it means outcoming URL (CNN) can be visit ? then what is meaning of incoming ? we click the URL from outside of jira?   i mean not sure what is incomg or outcoming？
