JIRA Timesheets - Inconsistency in REST API user info returned

Hi 

When using the rest api to get the worklog information, certain users indicated as active: false and less information displayed on them. Both users are active on the cloud and have been created in the same way.

Below example shows 2 work logs with 2 users which has this mismatch, but couldn't find any difference the way they have setup
