I'm sorry, but there's not enough information her for us to help you much. 

You have not said what library you want (there's more than one library for Jira REST APIs, perl narrows it, but there's still quite a few options according to a search engine) and you've not said what you've tried or what instructions you are trying to follow.

Sorry for the confusion.

I need to access JIRA information from Perl . When i try to add USE  JIRA:REst inside code , its telling invalid library information.  I belive I need to install or download JIRA Rest API . I need to download the whole API so I can access JIRA from Perl
