JIRA REST API to populate custom fields and confluence page URL

Hi All,
I have a plan to develop an external web dashboard that shows the audience the list of our Jira Tasks consisting of :
1. maybe something like Jira Task ID
2. a custom field value for that particular Jira Task ID
3. the Confluence Page URL Link (if there's any Page added to that Jira Task ID)
As I'm a newbie here, is there any high-level information on how to achieve this (like, is it technically feasible? how to start creating the service account for consuming the REST API? etc.)
