JIRA Permissions to import or export data

Hi,

Can anyone please let me know what permissions are required for a user to import or export data from JIRA.

I understood that user should be part of JIRA System Administrators group for performing this.

Is there any other custom permissions that we can grant instead of JIRA System Administrator?
