I just want to use JIRA OnDemand/Cloud without the Agile functions (stories, epics, boards, etc).  How can I setup JIRA for a simple bug/task/feature tracking system?

Change the account from "JIRA Software" to "JIRA Core".  Contact support if you have problems doing that in your my.Atlassian account settings.
