JIRA Integrate with Third Party System

May i know if we want to integrate JIRA Cloud Standard version with third party system to create user ID and to suspend user ID in JIRA automatically, is this integration included in current subscribed JIRA Cloud Standard version? Any additional charges will be imposed by JIRA?

You are refering to the User Lifecycle Management. You could rely on Jira on it`s on. But the most convenient way for User provisioning and also enabling SSO login for your users is achievable with Atlassian Guard, which is an extra product by Atlassian.

Jira also provided a REST API Interface, which is able to manage your users: https://developer.atlassian.com/cloud/admin/user-management/rest/api-group-lifecycle/#api-group-lifecycle. You can trigger these endpoints from your 3rd party application.

Yes, there are products that can do that. There might be some free connectors depending on what you are using for your third party system. Also, there is the paid option for Atlassian Guard which will check to your third party.
