JIRA Core users vs JIRA Software Users

Hi,

we have a mixed team with business and IT users.

Is it correct that we can combine both licenses? Say 25 core and 10 software licenses - makes a total of 35 users possible?

What is the user tier I need for add-ons in this case? Just 25?

Yes, you can get 25 and 10 for a total of 35. 

The people given the 10 Software licences will be able to use boards, the 25 Core/Business users will not.

App tiers are by the largest application set you have, not the total, so yes, you will need to licence them all at 25 (even if the app is purely for software, you still need to licence at the highest tier)
