JIRA Cloud user restriction

OK... So I read Atlassian has a user license cap for the JIRA cloud solution of 2000.  Does that mean I can't have more than 2000 users on my cloud instance of JIRA?  Or... is it saying that my payment is only for 2000 but I can actually have more user accounts than 2000.

The first - the system will go read-only when you add user 2001 (unless it's been changed recently and the site admin stuff just stops you doing it)
