I would also test a full sign out / sign in first, both in Outlook and in Atlassian.
To me this looks less like a general Jira problem and more like one of these 2 things:
- a session/authentication issue in the Outlook add-in
- a project-side permission or create-screen change in Jira
Since it worked before, I would ask the Jira admin to check whether anything changed in the target project, especially Create Issues permission, required fields, field configuration, workflow validators, or the issue type setup.
And if this is happening in the newer Outlook experience, I would not rule out add-in/session problems at all. Atlassian has recent KBs showing that Jira Cloud for Outlook failures can come from Microsoft-side token/authentication problems, not only from Jira configuration.

This seems like permissions have been changed for the related project (space).
Check with the project (space) admin or Jira admin.

This is because you or another admin probably changed something in that project :) For that kind of integrations; it is usually recommended to use basic fields like Summary and Description. I think first thing to check is the "Create Issue" screen (or the fields in that screen) for that project.
If there are any required (on workflow or on Field Configuration Scheme) custom fields in the Create screen then it may cause that issue.
By the way, I assumed that you are using "Microsoft Outlook for Jira" plugin for that purpose. You may want to contact the vendor's support directly.
