I am looking to use JIRA for software development for a startup consulting company. The company will create various client-based software products, so developers within the company will have access to JIRA. I want to be able to enable clients to access JIRA so they can access the various JIRA reports, but clients should NOT have access to other clients' JIRA information.
Is this something that JIRA Cloud can support? If so, how would I go about setting it up?

Yes, you can set up Jira so only certain users have access to specific project, it all depends on how you set up the permissions. I would recommend that you start here, Permissions overview. By setting up a new permission scheme and use the roles in the project you can limit what a user can access. If you want to limit it even further you use security schemes.
