JIRA Cloud Bitbucket Integration - Smart Commit works but "Create Branch" does not exist

I'm running JIRA Cloud and Bitbucket Server 5.15. I have created the Application Link successfully. I have also put a ticket ID in the commit message which shows up in the Development Panel of the ticket. But on existing (or new) tickets, the Development Panel is not shown, and so I cannot click "Create Branch" from the ticket.

Photos are of 2 different tickets within the same project, on a Next Gen software project. 

I am also having the issue on a classic Software project. I used the "Where is my field" function and it says that the Development field should be present, but the screenshot shows it is not.
