I have about one week searching how to enable "close" and "delete" issues in my projects, without results.
I can't add a Permission scheme to my project.

But I can't see "Project Summary" option, I'm redirected directy to the board.

Push the Settings button in your second screenshot, then choose Permissions.

I think it is an independent project. It has limited settings. That is why your pic is different.

I created a new Scrum project and it has all the settings available. I think it was a new board bug.

I'm having the same issues. I was able to change the permission scheme under a Business Project type but its not allowing me to do it on a Software Project Type.

It is not a Software project type. It is a next-gen project. And it has limited features.

First, confirm that you should have project administrator rights for this.
Admin -->Projects --> project settings --> Summary.
