JIRA Advanced Filter for 'labels' != is not working

When I used the Advance Filter, the labels != ideal_requested is not working

 

project = DMSCS AND issuetype in (Bug, Story) AND resolution = Unresolved AND component = "CI Portal" AND "CI Domain" = Portal AND labels != ideal_requested AND "CI Ideal Days" = "0 days" ORDER BY priority DESC, updated DESC

What do you mean by "not working"? If you expect to see all issues without the "ideal_requested" label, you'll need to also add "OR labels is EMPTY".
