JIRA 3.12.3 upgrading to 4.4

All,

Please can you someone guide me to thr right direction how can i upgrade my JIRA 3.12.3 server to ver 4.4. Ideal situation would be if i build a new JIRA server 4.4 on windows 2008 R2 Server with SQL server 2008 then how can i migrate all date from JIRA 3.12.3 to new build 4.4.
