Yes, but only if the Atlassian account is unmanaged.

If the passkey is stored on the phone, then the user can usually still use it while logging in on another device, as long as the browser/device supports the normal cross-device passkey flow.

If the account is managed by an organization, then passkeys are not available there in the same way.
