If you have Atlassian Access you can do that under Managed Users.

Just to add to Alex's answer, even without Atlassian Access this can be done, just go to Directory > Users under admin.atlassian.com.

Unfortunately, in my environment, due to its size, we cannot install Access.

@Cristian Zuccalá just click on the ... menu on the upper right corner of the "Directory" section, and then click export users:

For the dashboard, nope. It's not possible out of the box.
