It is possible to generate a filter of the total number of users in jira (used licenses) extracted from the billing.

If you have Atlassian Access you can do that under Managed Users.
Just to add to Alex's answer, even without Atlassian Access this can be done, just go to Directory > Users under admin.atlassian.com.

For the dashboard, nope. It's not possible out of the box.
