Need to edit all on demand JIRA users profile Avatar by admin . It is possible in on demand JIRA.

Its not possible. In other words, the admin has elevated privledges, but not to the extent that it can update or make changes to user profiles. I suppose its because those settings are considered to be private to the users and its generally not good practice to allow cross authentication this way. If you feel strongly about levagering such functionality, please consider submitting a feature request for consideration at jira.atlassian.com.

No, this is not possible, every user has control of it's own profile avatar.
