Issues uploading another project into JIRA after doing a system restore from hosted Ondemand to local

I performed a system restore of a project that was OnDemand into a locally hosted JIRA version that I purchased and it worked okay.

Now I need to upload another project into my local JIRA and the only options I show under my admin screen is External System Import. I'm missing Back up system* REstore system * Project Import

The teams production will be severely impacted if I cannot upload the other projects into this new local instance of JIRA.
