Issue without description Text

Hi there,

is it possible to forbid issue creation without description Text ?

It like to avoid Issue creation with titles only.

Change the "field configuration" to make the Description field mandatory - see https://confluence.atlassian.com/display/JIRA/Specifying+Field+Behavior
